How Far Can the Revised Banking Business Plan (RBB) Regulation by the Financial Services Authority (POJK) Accelerate Investment in 100 GW of Solar PV?

In the midst of the global energy crisis, Indonesia aims to reduce its dependence on energy imports and achieve national energy independence by optimizing domestic resources, including renewable energy. The country’s projected electricity demand up to 2060 reaches 443 GW, while its technical renewable energy potential is as high as 3,686 GW. However, only 15.2 GW has been realized by 2026, mostly from hydropower and solar. Despite this vast potential, scaling up renewable energy remains challenging, particularly due to the massive investment required—estimated at around USD 1 trillion including generation, transmission, and storage systems. Yet, banking sector financing for renewable energy remains low, accounting for only 2.7% of total green economic financing in 2024, as many financial institutions still treat renewable energy as compliance-driven rather than a strategic investment area.

To address this gap, OJK is planning to revise POJK No. 5/POJK.03/2016 on Bank Business Plans (RBB) to better align financial sector planning with sustainable development and national priority projects. This is crucial as Indonesia advances its climate commitments, including Net Zero Emissions by 2060 or earlier, and targets a 100 GW solar PV expansion requiring an estimated IDR 1,772 trillion in investment. The banking sector, supported by syndicated financing mechanisms and government-backed project preparation, is expected to play a central role in mobilizing green capital and managing investment risk. In this context, Indonesia Solar Summit 2026 in Bali serves as a key platform under the theme “From Ambition to Action: Scaling the 100-GW Solar Frontier for National Energy Sovereignty,” bringing together stakeholders, including provincial governments, to strengthen collaboration and investment pipelines for renewable energy development.
